Germany is far from alone on this front. Berlin does play host to the “creative bureaucracy” festival that some civil servants I know are a fan of. Where are you optimistic about progress? (If anywhere) A few thoughts:

1) AI does seem to offer a new path to wrestle with the sheer complexity of the administrative corpus. See STARA out of Stanford.

2) The global village has gotten smaller and there’s more opportunity to compare notes globally.

3) See the network state for new revolutionary efforts on the outskirts. At some point these lines of reforming the old and building the new will cross and perhaps collide.
